Windsor is a borough in York County, Pennsylvania, United States. Size - 320 acres. It was established in 1905 and was named for Windsor, England. It was formerly named Windsorville. The population was 1,474 at the 2013 census.

Did you know the Windsor Cemetery is the final resting place of 198 Veterans? The Windsor Cemetery has been established as an official Wreaths Across America site in 2023, with the Windsor Lions Club as it’s official sponsor! The mission of Wreaths Across America is to REMEMBER the Fallen. . . HONOR those who Serve. . . TEACH our children the value of Freedom. Please help the Lions lay as many wreaths as possible by sponsoring a wreath to honor the sacrifice made by members of our community. On December 16, 2023 at 12:00 pm, Wreaths Across America will be at Windsor Cemetery to Remember and Honor our veterans through the laying of Remembrance wreaths on the graves of our country's fallen heroes and the act of saying the name of each and every veteran aloud.

Bobbi Jo Daley will be in the office to collect taxes on the following dates and times: Wednesday Sept 6th 6-8 pm, Friday Sept 8th 12-2 pm & Thursday Sept 14th 6-8 pm.

Building Permits:
All construction, additions, placement of pre-built structures (such as sheds), paving, new patios, fences and decks require that a permit be obtained before work can be started. Please call the Codes Enforcement Officer, Bob Huska at 717-578-3010 to obtain a permit. Any projects that require digging should be called into the PA 811 number to ensure that utility lines (such as gas or water lines) will not be in the way. Some construction projects will need to be inspected by our third party inspection company (Common Wealth Code Services). Please contact Bob Huska for further information.

***Garbage complaints – If you have a complaint or concern regarding the trash service, please contact Penn Waste directly at 717-767-4456. Provide the customer service rep with the complaint/concern and your address so they can enter a work order. All work orders will be sent to the Route Supervisor to be addressed with the drivers/workers.

Quarterly Water, Sewer and Garbage Bills:

Payments are due on the following dates to avoid paying a 15% late penalty fee: 2-6-23, 5-15-23, 8-14-23 & 11-13-23. If you did not receive a quarterly bill, please contact the office. To receive, view or print your quarterly bills online go to https://windsor.authoritypay.com. Please see the back of your bill for full instructions or call the office. Residents can pay on their bill weekly or monthly to ensure the bill is paid by the due date.

Credit Cards now accepted for :

Credit Cards now accepted for payment of the quarterly water, sewer and garbage bill – Residents can now pay their bills with a credit or debit card. Please go to the following website https://windsor.authoritypay.com to complete a credit card payment transaction. There is a service fee of $5.95 per transaction which will be charged to your credit card. Residents will also be able to view their payments, receive a payment receipt, set up recurring payments or make a one-time payment.
